[NARRATIVE #1 on July 12, 2025]
On July 12th, 2025, at approximately 11:40 p.m., officers were dispatched to [700 BLOCK] Alfred C Carson Dr. in reference to an unwanted subject. I, Sgt. Hudson, arrived at [700 BLOCK] Alfred C Carson Dr. where I spoke with Mrs. [WITNESS #1] who stated that she wanted Tyroneisha Kelsey to leave her property. Tyroneisha Kelsey stated she was there to see her brother who lives at the property. Her brother, [WITNESS #2], is 24 years of age and also did not want Tyroneisha on the property. I informed Tyroneisha that she needed to leave the property. Tyroneisha stated that she did not have enough car seats to transport her 4 children home. I then informed Tyroneisha that she could have someone come get the vehicle, bring car seats, or we would have to have the vehicle towed because Mrs. [WITNESS #1] did not want it left on her property. [WITNESS #2] then called their mother, who agreed to come help remove the car and children safely. At this point, Tyroneisha had been acting erratically and seemed to be under the influence of something, I was not comfortable with her leaving and driving the children.
Once the mother, [WITNESS #3], arrived, Tyroneisha would not allow her to take the car or children and would not leave the property. Tyroneisha then put her son into his car seat and began backing into the street after telling her mother that she was going to hit her vehicle. While backing into the roadway, Tyroneisha almost backed into my patrol vehicle which was parked on the other side of the road. Both myself and Officer Adams yelled for her to stop the vehicle, Officer Adams turned off the vehicle and removed the keys while Mrs. [WITNESS #3] removed the infant from the back seat. Myself and other officers instructed Tyroneisha to exit the vehicle to which she refused. I asked Tyroneisha if she had been drinking due to her behavior, she stated that she had not and submitted to a breathalyzer which showed she had not recently consumed any alcohol. Officer Adams informed Tyroneisha that he was going to write her a citation for blocking the roadway because she refused to move the vehicle or cooperate with any instructions at this point.
When Officer Adams asked for Tyroneisha to produce her ID for verification of her identity for the citation, she refused. Officer Adams then asked Tyroneisha to exit the vehicle to be placed under arrest. Tyroneisha had her 11-month-old son in her arms to which she refused to give over to her mother. Tyroneisha began squeezing the 11-month-old around his waist with both arms and would not release the child. Myself, Officer Adams, [WITNESS #3], and [WITNESS #2] attempted to remove the child from Tyroneisha’s arms, but she would not release the child and continued squeezing him. Officer Adams then delivered a short dry stun to the right side of Tyroneisha’s lower back.
When tazed, Tyroneisha released the 11-month-old who fell to the ground, the 11-month-old landed on his butt and fell backwards, bumping his head on the ground and was immediately picked up by [WITNESS #2]. Tyroneisha was then placed into cuffs. I then called for EMS while I immediately checked on the infant for any serious injury. After making sure the infant was okay, I then returned to help Officer Adams escort Tyroneisha to his patrol car. Once EMS was cleared from the scene, Officer Adams transported Tyroneisha to the Washington County Jail. I returned to service.
On July 13th, 2025, at approximately 7 p.m., I, Sgt. Hudson, contacted DFCS in regards to the incident that happened with Tyroneisha Kelsey when she actively put her son, [VICTIM #1], in harm’s way through the way of reckless driving and physical harm.

[NARRATIVE #2 on July 13, 2025]
On July 13, 2025, at approximately 12:45 am, I, Officer John Adams, arrived on scene at [700 BLOCK] Alfred C. Carson Drive, in reference to an unwanted subject. When I arrived, I met with Ms. Tyroneisha Kelsey. Ms. Tyroneisha Kelsey had multiple children sitting on the hood of her vehicle. I was informed by shift supervisor Sgt. Taylor Hudson that Ms. Tyroneisha Kelsey was unwanted on the property by the property owner and that Ms. Tyroneisha Kelsey did not have enough car seats for all of the children. Ms. Tyroneisha Kelsey’s mother, Ms. [WITNESS #3], was en route to the scene to help assist in transporting the children home. While waiting, Ms. Tyroneisha Kelsey put her vehicle in neutral and began pushing the vehicle, with her children sitting on the hood of the vehicle. I told Ms. Tyroneisha Kelsey to stop pushing the vehicle, and she complied.
Once Ms. Tyroneisha Kelsey’s mother, Ms. [WITNESS #3], arrived on scene, Ms. Tyroneisha Kelsey got into a verbal altercation about who would take which children home. Ms. Tyroneisha Kelsey advised her mother, “I’m going to bump your car.”As Ms. Tyroneisha Kelsey began backing her vehicle out of the driveway, Ms. [WITNESS #3] stood between her vehicle and Ms. Tyroneisha Kelsey’s vehicle, visibly afraid that Ms. Tyroneisha Kelsey was going to back into her vehicle. I asked Ms. Tyroneisha Kelsey, who was in the driver’s seat of her vehicle with the window down, what she was planning to do, with no response. Sgt. Hudson asked Ms. Tyroneisha Kelsey what she was doing, and Ms. Tyroneisha Kelsey stated, “No Ma’am,” ignoring officer commands and continuing to back her vehicle. There was limited space behind Ms. Tyroneisha Kelsey’s vehicle, with a patrol vehicle parked beside the road across from the driveway, and Ms. [WITNESS #3]’s vehicle also parked very close to the driveway.
Ms. Tyroneisha Kelsey also had a 11-month-old in the back seat of her vehicle. Due to the erratic and unpredictable behavior of Ms. Tyroneisha Kelsey, I became concerned for the safety of myself and others that Ms. Tyroneisha Kelsey was going to intentionally or accidentally strike a vehicle. In a loud, commanding voice I advised Ms. Tyroneisha Kelsey to stop her vehicle. I approached the vehicle and opened up the driver’s side door. Ms. Tyroneisha Kelsey stated, “No, I’m not,” and Ms. Tyroneisha Kelsey then accelerated the vehicle backwards again while I was holding the door handle to the vehicle. Again, I advised Ms. Tyroneisha Kelsey to stop the vehicle. Ms. Tyroneisha Kelsey almost struck a patrol vehicle, stopping approximately two feet from a patrol vehicle. Ms. Tyroneisha Kelsey finally put the vehicle in park. For the safety of myself and others I removed the key from the vehicle ignition.
Another verbal dispute then began between Ms. Tyroneisha Kelsey and Ms. [WITNESS #3] over who would take which children home. At this time, officer discretion was used to allow Ms. [WITNESS #3] to take all children home. Ms. Tyroneisha Kelsey argued, stating that her mother was “kidnapping” her children. At this point of the incident, Ms. Tyroneisha Kelsey was uncooperative and argumentative, beyond reasoning with. Ms. Tyroneisha Kelsey’s voice was slurred, she had trouble standing upright without leaning, and she was not being cooperative. Based on my training, knowledge, and experience, it is highly probable that Ms. Tyroneisha Kelsey was possibly under the influence of alcohol or drugs or had a mental condition affecting her behavior and decisions.
Ms. Tyroneisha refused to perform Standardized Field Sobriety Testing, but submitted to a handheld preliminary breath test, which showed negative for alcohol content in Ms. Tyroneisha’s breath. Ms. Tyroneisha Kelsey left her vehicle stopped in the roadway for approximately fifteen minutes (timestamps 43:00 until 58:00 on the body-worn camera). Ms. Tyroneisha Kelsey was given the opportunity to have someone else remove her vehicle from the roadway. I observed a vehicle attempting to come down Alfred C. Carson Drive that had to turn around due to Ms. Tyroneisha Kelsey’s vehicle obstructing the roadway.
I advised Ms. Tyroniesha Kelsey that I was going to give her a citation for having her vehicle stopped in the roadway. I advised Ms. Tyroneisha Kelsey to hand me her license, and she replied, “I’m not going to do that.” Ms. Tyronsieha Kelsey was obstructing law enforcement officials from performing their duties by obstructing the roadway and refusing to identify herself so that she could be given a citation for the offense of 40-6-203 for having her vehicle stopped in the roadway for approximately fifteen minutes, obstructing the flow of traffic, after being given the opportunity to have her vehicle removed from the roadway.
I advised Ms. Tyroneisha Kelsey that she would be placed under arrest for obstruction OCGA 16-10-24, for refusing to identify herself and advised her to step out of the vehicle. Ms. Tyroneisha Kelsey stepped out of her vehicle with her 11-month-old child, Mr. [VICTIM #1], in her arms. I advised Ms. Tyroneisha Kelsey to put her child down because she is being arrested. Ms. Tyroneisha Kelsey argued with officers, saying, “Y’all ain’t doing this I got rights.” I grabbed Ms. Kelsey’s left arm and was attempting to place her arm behind her back, and she pulled away, with her arms tightly wrapped around her child. Mr. [VICTIM #1] began screaming and crying, and Ms. Tyroneisha Kelsey had both arms around Mr. [VICTIM #1] as tight as it appeared to be possible. I advised Ms. [WITNESS #3] to grab Mr. [VICTIM #1] from Ms. Tyronsieha Kelsey. Ms. [WITNESS #3] and Mr. [WITNESS #2] were attempting to help officers pry Mr. [VICTIM #1] away from Ms. Tyroneisha Kelsey’s arms. At one point, Ms. [WITNESS #3] had her fist held in the air, preparing to punch Ms. Tyroneisha Kelsey in the head. Sgt. Hudson advised Ms. [WITNESS #3] not to do it, and she complied. I heard Sgt. Hudson, Mr. [WITNESS #2], and other parties on scene advising that Ms. Tyroneisha Kelsey was hurting Mr. [VICTIM #1] by gripping him too tightly.
At this point, Ms. Tyroneisha Kelsey was obstructing law enforcement from discharging our duties by refusing to place her hands behind her back, refusing to put her child down, and refusing to be taken into custody for an arrestable offense (obstruction). Through my training at the Police Academy, I have been trained that when a subject who is being placed under arrest is not willing to cooperate, using the least amount of force necessary can assist officers in gaining compliance from that individual. I unholstered my department-issued Taser 7 and delivered a short-lived, approximately 1-second, drive-stun to Ms. Tyroneisha Kelsey’s lower right back. Ms. Tyroneisha Kelsey fell to the ground, dropping Mr. [VICTIM #1] on the pavement. Mr. [VICTIM #1] was immediately picked up by other family members and taken inside the residence, along with the other three children, who had witnessed the entire incident take place.
While Ms. Tyroneisha Kelsey was face-down on the ground, she tucked her right arm under her person, preventing officers from placing handcuffs on her right wrist. Sgt. Hudson placed a handcuff on Ms. Tyroneisha Kelsey’s left wrist. Sgt. Hudson used a technique of lifting Ms. Tyronseisha Kelsey’s head up in order to make her release her right arm from under her body. Once Ms. Tyroneisha Kelsey’s right arm was released, it was placed behind her back and handcuffed. EMS was called to the scene.
EMTs advised that Mr. [VICTIM #1] suffered no serious injuries from being squeezed or falling onto the ground but had a red mark on his hip. A picture of the area was taken and attached to the police report.
From this point until leaving the scene, Ms. Tyroneisha Kelsey was screaming phrases such as “Kill me” in an uncontrollable outrage of crying and screaming.
Myself and Sgt. Hudson lifted Ms. Tyroneisha off of the ground. Ms. Tyronseiha Kelsey was acting as deadweight, refusing to use her legs to assist her in getting to the patrol vehicle. Myself and Sgt. Hudson carried Ms. Tyroneisha Kelsey to my patrol vehicle, with Ms. Tyroneisha Kelsey’s legs dragging on the ground. Ms. Tyroneisha Kelsey was placed in the rear of my patrol vehicle. I left the scene en route to the Washington County Sheriff’s Office.
Ms. Tyroneisha Kelsey was arrested for, and warrants were taken (signed by Magistrate Judge Hartley) for, the following offenses:
Warrant 25-00842 for OCGA 40-6-203 Vehicle Stopped in the Roadway, for stopping her vehicle in the roadway and leaving it there when given ample time and opportunity to move the vehicle, obstructing the flow of traffic.
Warrant 25-00843 for OCGA 40-6-390 Reckless Driving, for driving without the regard of the safety of others, for backing into the roadway and almost striking a patrol vehicle.
Warrant 25-00844 for OCGA 16-5-70 Cruelty to Children 2nd Degree, for causing excessive physical and emotional pain to an 11-month-old child, for squeezing the child so tight to the point that the child is screaming, and then refusing to release the child while being taken into custody, causing the child to drop onto pavement when force had to be used on the offender.
Warrant 25-00845 for OCGA 16-10-24 Obstruction, for preventing officers from the official discharge of their duties by refusing to present identification while in commission of a traffic-related offense.
Warrant 25-00846 for OCGA 16-10-24 Obstruction, for pulling away from officers while being placed under arrest and refusing to put her hands behind her back to the extent that a drive-stun had to be used to gain compliance and place handcuffs on the offender’s person.
While en route to and at the Washington County Sheriff’s Office, Ms. Tyroneisha Kelsey began yelling the following statements:
“I AM THE SLEEP WALKER!”
“DONALD TRUMP VOUCHES FOR ME!”
Ms. Tyroniesha Kelsey continued calling herself the “Sleepwalker” and making other confusing, incoherent statements. I asked Ms. Tyroneisha Kelsey what these statements mean, and she did not respond to the question. At the Sheriff’s Office, Ms. Tyronseiha Kelsey advised that she was not going to go into the cell, stating, “I don’t live by yall rules.” Ms. Tyroneisha Kelsey lifted her shirt, exposing her undergarment, for the duration of my time spent at the Sheriff’s Office. The jail staff opened up the isolation cell, which is used for violent or uncooperative subjects. Sheriff’s Deputies arrived and assisted in getting Ms. Tyroneisha Kelsey into the isolation cell.
Sgt. Hudson filed a complaint with DFACS in regard to Ms. Tyroneisha’s behavior towards her children. Video footage of the incident is recorded on Sgt. Hudson’s body-worn camera.
I followed up with Ms. [WITNESS #3] on the following day about the incident, who advised me that Mr. [VICTIM #1] was behaving normally and she did not believe he suffered any serious injuries from the day prior. Ms. [WITNESS #3] voiced her concern to me that she is going to go to the courthouse to have Ms. Tyroneisha Kelsey admitted for a mental evaluation and believes her behavior is caused by a lack of medication for mental health disorder.
