On Saturday, 06/14/2025, at approximately 15:49pm, I, DFC S. Weaver 528, was working a call to service in regards to a 5 year old boy, [REDACTED BY AGENCY], that had been bit by his father’s German Shepard (Thumper). I had been speaking to [WITNESS #1], [REDACTED BY AGENCY] mother and Jacob Palensky’s ex-girlfriend. Jacob is [REDACTED BY AGENCY] father, and [REDACTED BY AGENCY] had been visiting him when Thumper bit him in between his fingers on his left hand. [WITNESS #1] had called to speak to a Deputy because Jacob had not rendered any medical attention for [REDACTED BY AGENCY] dog bite, and she was concerned about Thumper possibly not having his vaccinations and was concerned about her sons health and the laceration from the bite not healing.
I had called animal control to inform them of the incident and [REDACTED], from animal control, met me at the office to get the information and headed to [90 BLOCK] Creekside Ln, Jacob’s house, to have a look at the dog and talk to Jacob, per their protocol. When [REDACTED] got to Jacob’s house there was no one home, and [REDACTED] called to ask me to call Jacob to see if he was at home, or when he would be there so he could check Thumper out.
I activated my body camera, and called Jacob. I explained to Jacob that I had been talking to [WITNESS #1] about Thumper biting [REDACTED BY AGENCY] and that animal control was at his home wanting to do their inspection of Thumper and the documentation needed to be done on their end. Jacob said that his dog did nothing wrong, and that animal control or myself better not be on his property, that we didn’t have a right to be, and if we were it wouldn’t end well. I told Jacob that he was being recorded and he said that had Deputy Starland 533 with him and listening to this call, and that he didn’t care. (Deputy Starland happened to be assisting Jacob with his vehicle on the side of Hwy 52 E that had broken down) Jacob then stated again that if animal control or myself go on his property it will “not end well for you or your career”. I hung up, and immediately called for Deputy Starland to place Jacob under arrest for threatening me.
I notified Lt. Patrick 515 of what just occurred, and I went in route to the Gilmer County Detention Center. I decided to charge Jacob with Gilmer County Ordinance 31.1 Disorderly Conduct. I served him with his citation and advised him of his court date and time.
