On Monday, June 23, 2025, I (Deputy Michael Healy #541) was dispatched to a report of a hit and run at the address of [2000 BLOCK] John Call Road at approximately 18:39 hours. I was advised by Gilmer County Communications the party that left the scene was driving a black truck pulling a boat with name “Captain Hoek” on the side of the boat. I responded Code 1 (No Lights and Sirens) to the scene of the accident.
Upon my arrival, I exited my patrol car #621 and activated my BWC (Body Worn Camera). I met with the victim, [VICTIM #1], who informed me that he was heading home down John Call Road when a black truck pulling a boat trailer got behind him and began ramming the rear of end of his truck. He believed the driver of the vehicle was attempting to run him off of the road. It was at this time Mr. [VICTIM #1] called his father and told him that he was being rammed by another vehicle. After calling his father, Mr. [VICTIM #1] pulled off the road in the parking lot of [2000 BLOCK] John Call Road. This is when they notified law enforcement. At this time, Mr. [VICTIM #1]’s father arrived on scene and I gathered Mr. [VICTIM #1]’s drivers license and the tag number of his truck. I provided Mr. [VICTIM #1] with a witness statement form and asked if he would be willing to fill it out, to which he agreed.
After handing Mr. [VICTIM #1] the witness statement form, I heard Corporal Scott White #530 being dispatched to the address of [1300 BLOCK] John Teem Road at approximately 18:54 hours for a male subject firing shots through the door at the residence. He was described as a white male with long brown hair and balding on top wearing a long sleeve white in color shirt, with blue shorts. After hearing this being dispatched, Mr. [VICTIM #1] father got my attention and informed me he could hear a truck coming down the road. I look over to the roadway and observed a black Chevrolet Silverado towing a white boat bearing the lettering “Captain Hoek” travelling east bound on John Call Road. The father of Mr. [VICTIM #1] told me that was truck that hit his son’s truck. After gathering this information I got back into patrol car #621 and drove out on to John Call Road in an attempt to initate a traffic stop on the truck, due to it matching the description of the vehicle that fled the scene of the accident.
Upon activating my lights and sirens, the vehicle did not stop. I notified Gilmer County Communications that I would be in pursuit of the vehicle. I informed them that the boat trailer was bearing the plate number [REDACTED]. I informed them when we were passing the address of [1000 BLOCK] John Call Road, the truck and trailer was swerving all over the roadway, and the driver was waving his hand out the window of the truck. I observed that the driver of the truck was wearing a long sleeve white shirt. Lastly I informed them we were turning right onto Sunset Lane and that we made an immediate left onto Hal Ponder Road. The chase ended when the driver of the truck pulled into the driveway of [100 BLOCK] Hal Ponder Road at approximately 19:08 hours.
Upon stopping at [100 BLOCK] Hal Ponder Road, I observed a heavily damaged black in color, Chevrolet Silverado with a white in color boat in tow behind it. The truck was smoking from the engine bay. As I exited patrol car #621, I observed a male subject, balding with long brown hair, a white long sleeve shirt, and blue shorts. These identifying factors led me to believe the driver was also the suspect in the previously dispatched shooting. I called out to the driver (later identified as Hunter Kevin Hoek), saying “Hey bud” in a loud voice to get his attention. As I approached his vehicle, I removed my duty issued Glock 17 Gen 5 Serial #BYLT543, and assumed the position of “SUL” (Muzzle directed towards the ground at my feet).
Upon positively identifying Mr. Hoek as fitting the previously described description of the shooter at another address for a second confirmation, I pressed my firearm out into the position of “low-ready” (Muzzle directed just below the feet of a potential threat), and gave loud verbal commands for Mr. Hoek to get on the ground. After telling Mr. Hoek to get on the ground several times while using loud verbal commands, he still did not comply. At this time Deputy First Class Ryan Scott #532 along with his K-9 Novak arrived on scene.
Mr. Hoek finally complied but only when Deputy Ryan Scott and K-9 Novak approached him while giving loud verbal commands to get on the ground and roll over onto his stomach. After Mr. Hoek complied and rolled over onto his stomach, Deputy Ryan Scott and myself both told Mr. Hoek to place his hands behind his back to which he complied, but while doing so he began laughing. After confirming that Mr. Hoek was going to stay on his stomach with his hands behind his back, I holstered my duty issued Glock 17 Gen 5 Serial #BYLT543, and approached Mr. Hoek to place him in handcuffs. As I was placing Mr. Hoek in handcuffs, Deputy Ryan Scott stood by with K-9 Novak. While I was securing the handcuffs on Mr. Hoek he stared at K-9 Novak and said “What a beautiful Malinois”, and “I have the most beautiful German Shepherd”. I also identified a strong odor of alcoholic beverage coming from Mr. Hoek while I was placing him in handcuffs. The handcuffs placed on Mr. Hoek were double locked and checked for proper fit.
At this time, Mr. Hoek was sat up and told not to move. Deputy Ryan Scott went back to his patrol car to put K-9 Novak up. While I was making sure Mr. Hoek stayed in place, Deputy First Class Jeff Ellington #522 arrived on scene. I waved Deputy Ellington over to me so that we could get Mr. Hoek back on his feet and secured in the back of patrol car #621. Before placing Mr. Hoek in the rear of patrol car #621, the rear seat was checked for contraband with negative findings. I searched Mr. Hoek before placing him in patrol car #621 and while searching him, seven 300 Win Mag cartridges were located in his left front pocket. These cartridges were later placed into an evidence bag and the bag was placed into Mr. Hoek’s truck for processing at a later date.
After securing Mr. Hoek in the rear seat of patrol car #621, Mr. Hoek’s mother, [VICTIM #2], arrived on scene. Mrs. [VICTIM #2] went to speak with Deputy Ellington and Sergeant Blaylock about what had happened. While Mrs. [VICTIM #2] was speaking with them, I breifly assisted Deputy Ryan Scott and Sergeant Perigo with searching the black in color Chevrolet Silverado. Deputy Scott and Sgt Perigo found a loaded M&P 9mm hand gun in the passenger side of the truck. The handgun was unloaded and the firearm, the magazine, and the single 9mm cartridge that was loaded into the chamber were all placed into an evidence bag.
After assisting Deputy Scott and Sgt. Perigo, Sgt. Perigo asked if I would then go speak with Mrs. [VICTIM #2], to which I agreed. Upon speaking with Mrs. [VICTIM #2], she informed me Mr. Hoek’s actions had originated at the address of [100 BLOCK] Hal Ponder Road. She informed me that she was on a phone call with Mr. Hoek and that he had been out at Pueblo Catina Mexican restaurant drinking. She asked Mr. Hoek if he would let her come get him, to which he denied the offer, and proceeded to drive back to the address of [100 BLOCK] Hal Ponder Road. Upon his arrival at the previously stated address, he drove his truck and boat around the backside of the residence, parking it next to a black shed approximately 80 yards from the residence. Mrs. [VICTIM #2] approached the truck and upon reaching the vehicle, Mr. Hoek stepped out of the driver door with a 10mm handgun in his hand. Mrs. [VICTIM #2] stated that Mr. Hoek said he was going to kill himself and they began fighting for control over the firearm.
Mrs. [VICTIM #2] then informed me that while they struggled for control over the firearm, Mr. Hoek exclaimed that he was going to burn the house. Mrs. [VICTIM #2] and Mr. Hoek struggled over the firearm from the distance between the parked vehicle all the way up to the residences basement back door. Upon the two of them reaching the back door, Mrs. [VICTIM #2] informed me that Mr. Hoek fired one 10mm round through the glass window of the back door and a second 10mm round was fired up through the wall adjacent to the back door and the round exited through the hardwood floor in the kitchen, ricocheting off of the trim around the interior garage door. This round was later found laying in the floor of the living room. Mrs. [VICTIM #2] also informed that these shots were fired while the two of them were struggling over the firearm.
After these two rounds were fired, Mrs. [VICTIM #2] gained control of the firearm. When she gained control of the firearm she observed Mr. Hoek using a water hose nozzle and a plastic bucket to break the rest of the glass in the back door out so that he could gain entry to the home. Mrs. [VICTIM #2] said that Mr. Hoek then entered the house. While he entered the home, she ran around the front of the residence, unloaded the 10mm handgun, and threw it under the front porch. She then ran around to the garage, grabbed her purse, got in her jeep and left. Mrs. [VICTIM #2] was asked if she had been hit, to which she denied, the only physical aspect was the struggle over the firearm.
I asked Mrs. [VICTIM #2] if we could enter the home to observe any evidence in the home, to which she agreed. I entered the home with Mrs. [VICTIM #2] through the exterior garage door and into the kitchen. I observed a bullet hole in the kitchen floor and a ricochet mark on the interior garage door trim. After this, we walked down the interior staircase into the basement. I observed a broken wooden hand rail on the inside of the staircase with a blood smear directly under the broken rail. At the bottom of the staircase there were two doors, one to the left and one to the right.
First I entered the room on the right led by Mrs. [VICTIM #2]. This was a gun safe room and a exercise room. I observed that there was a gun safe left standing open. I asked Mrs. [VICTIM #2] if the gun safes stay with the door open all the time, to which she stated they typically are closed, but also stated that they stay unlocked. I asked if she could identify any firearms on the inside were missing to which she informed me that she wouldn’t know. We then exited this room, and entered the room on the left side of the stair case. This is the room that contained the back door with the shattered glass.
I observed the broken glass on the interior of the room. I attempted to see if I could find where the first round fired had enter the back door, but failed to do so. After this, we exited the home and I asked if Mrs. [VICTIM #2] would be willing to fill out a written statement form, to which she agreed. While Mrs. [VICTIM #2] filled out the written statement form, I provided her with a completed victims pamphlet and gave her a Vine card so that she could be notified of Mr. Hoeks court proceedings and when he is released from jail.
At this point, I exited the residence and went to check on Mr. Hoek in the rear of patrol car #621. Mr. Hoek was alright and requested for the air conditioning in the car to be turned up, to which I agreed. After checking on Mr. Hoek, I was asked by Seargent Ridings if I would like Georgia State Patrol (GSP), to work the DUI and hit and run portions of this case. GSP Officer Greer came out and worked the DUI and two hit and run incidents under GSP case numbers DPS00194380, C001004150, and C001006454. After being informed of this, Deputy White arrived on scene with one of the victims and informed me that he was going to see if the victim could identify the shooting suspect.
Deputy White and Deputy Jump escorted Mr. Hoek from the rear seat of patrol car #621 over to the rear seat of patrol car #524, walking past patrol car #724, which contained the victim. Once Mr. Hoek was secured in the rear seat of patrol car #524, Deputy White informed me that the victim positively identified Mr. Hoek as the man that shot through their home. At this point, Deputy Jump #545 escorted Mr. Hoek to the Gilmer County Detention center. This is when the Criminal Investigation Division was notified they were needed on scene. I was informed Detective Sippel would be responding to the scene. I remained on scene to keep the evidence secure until Detective Sippel arrived.
While I remained on scene I received a phone call from Sergeant Blaylock that while Deputy Jump was with Mr. Hoek at the Detention Center, Mr. Hoek informed him that he had shot his dog, a German Shepherd, at the address of [1400 BLOCK] John Teem Road. Sgt Ridings responded to that address and found Mr. Hoek’s claims to be true. It was at this time Detective Sippel arrived on scene. Detective Sippel advised she wanted the black in color, Chevrolet Silverado and the white in color boat impounded at the Gilmer County Detention Center for processing at a later date. I agreed and got Gilmer Towing enroute to the scene. The truck and boat were turned over to Gilmer Towing for transport to the Gilmer County Detention Center. The scene and all evidence was turned over to Detective Sippel and the Criminal Investigations Division at this time.
