On Tuesday, 09/02/2025 at approximately 17:00 p.m., I, DFC S. Weaver 528, was dispatched to 88 Highland Crossing (Walmart), to meet with a female in regards to a sexual assault that had occurred at [400 BLOCK] Daniel Boone Rd. I responded code 1, no lights and sirens. I had her follow me back to Uniform Patrol Division (UPD) Office.
Upon arrival I activated my body camera. [REDACTED BY AGENCY], the complainant, started crying stating that she thinks she was raped the other night. [REDACTED BY AGENCY] said that she had met “Jon” on Facebook, and they had been talking via Facebook messenger and then text for about 2 weeks. [REDACTED BY AGENCY] said she texted Jon saying that she wanted to get out on Friday, 8/29/25 and he told her to come over.
[REDACTED BY AGENCY] said that she got to Jon’s at about 22:00 p.m., and brought some wine for her to drink. [REDACTED BY AGENCY] said that she got there and Jon was showing her around and remembers pouring a glass of wine for herself and then they went for a walk on a muddy road and talking. She had finished her wine, so they went back to the house for her to get the rest of her wine.
[REDACTED BY AGENCY] said she had poured another glass of wine for herself and Jon also grabbed a mason jar of moonshine out of the refrigerator. [REDACTED BY AGENCY] said that they walked to a pond and he told her taste the moonshine. [REDACTED BY AGENCY] said she took a “swallow” of the moonshine and said it was “nasty”. [REDACTED BY AGENCY] said they were standing in the lake looking at the stars and talking. [REDACTED BY AGENCY] said that they built a fire, Jon showed her how to build a fire.
[REDACTED BY AGENCY] said she was drunk. [REDACTED BY AGENCY] said she can usually drink a bottle of wine but never felt this drunk. [REDACTED BY AGENCY] said she remembers thinking that she was so drunk but she knew what was going on. [REDACTED BY AGENCY] said she remembers knocking the moonshine over and spilling it on her shirt. [REDACTED BY AGENCY] said, “it went blank for a moment”. [REDACTED BY AGENCY] said Jon told her they needed to walk back to the house. She had taken her shorts off to go into the lake and had put them back on. [REDACTED BY AGENCY] said that she remembers walking back to the house but once they got back to the house, she doesn’t remember anything.
[REDACTED BY AGENCY] said she woke up the next day in his bed and she was naked. [REDACTED BY AGENCY] asked Jon what happened and he reminded her that she had knocked over the moonshine and told her that her shirt and shorts got wet. [REDACTED BY AGENCY] said that she got dressed and left because it was game day and needed to leave.
[REDACTED BY AGENCY] said as the day progressed she started remembering things. [REDACTED BY AGENCY] said she started texting Jon to see what had happened when she was with him and he was not responding. I asked when the last time [REDACTED BY AGENCY] spoke to Jon, and she said it was at about 07:48 a.m. on 8/30/25. [REDACTED BY AGENCY] said she is now freaking out because she has some memories coming back from Friday night, but only a few vague memories from when she was in the house with Jon.
[REDACTED BY AGENCY] said she had asked Jon if her shorts (she also calls them pants) were on when they got back to the house and Jon said she had her shorts on, which helped her realize her memory was correct about putting her shorts back on after they got out of the lake. They were on her on the walk back to the house. [REDACTED BY AGENCY] said that she believes there was something in the moonshine that Jon gave her.
[REDACTED BY AGENCY] was adamant that she never blacks out or gets too drunk to forget, even when she has drank a whole bottle of wine. [REDACTED BY AGENCY] is scared that Jon raped her and said she got a “Plan B” on Sunday and also went to the doctor that day (9/2/25) to be tested for sexually transmitted diseases and receive shots.
[REDACTED BY AGENCY] continued to cry and get upset throughout speaking to me because she didn’t remember anything. [REDACTED BY AGENCY] showed me the picture of Jon from Facebook. Jon also gave her his State of Georgia Driver’s License number and I was able to identify Jon from the address [REDACTED BY AGENCY] gave me and Jon’s driver’s license. I identified the offender as Jonathan Ballew. I called the on call detective and he had Detective Stanfield 596 call me. I spoke to Detective Stanfield and he came to UPD to meet with [REDACTED BY AGENCY] and I.
When speaking with [REDACTED BY AGENCY] and Detective Stanfield, [REDACTED BY AGENCY] stated that she remembered that her underwear was in her purse and she didn’t know how they had gotten in there. [REDACTED BY AGENCY] also said that her gray and white tie died shirt she was wearing should still be at Jon’s house. [REDACTED BY AGENCY] said she left with one of Jon’s shirts on.
[REDACTED BY AGENCY] also remembered that when she first arrived at [400 BLOCK] Daniel Boone Rd and met Jon, Jon gave her his knife and she believed it was to show her he wouldn’t harm her. [REDACTED BY AGENCY] also stated that she remembered vaguely that Jon removed her tampon and she was on her period and when she woke up her tampon was not in.
[REDACTED BY AGENCY] had decided to have a Sexual Assault Nurse Exam (SANE) done, and they left to go to the hospital. I gave [REDACTED BY AGENCY] her case number and victim pamphlet.
