On 09/15/2025 at approximately 2030 hrs I responded to [3000 BLOCK] Garret’s Chapel Rd in reference to a physical altercation in progress. Prior to my arrival, dispatch advised that the primary aggressor had been detained by other subjects on scene.
Upon arrival, I made contact with the complainant who stated that he had been next door at the suspect’s residence and that they had been consuming alcoholic beverages. The complainant stated that the suspect became very intoxicated and belligerent. The complainant stated that he left and went back to his residence and the suspect followed and continued yelling and trying to fight him. The complainant stated that he had been able to restrain the suspect on the back porch. The complainant led me and Deputy Henry to the back porch where the suspect was seated on the floor with rope around his ankles. The complainant stated that the suspect’s hands had been tied as well but that he had gotten out of them.
The suspect began yelling and cursing at the complainant again and I told both of them to be quiet. The suspect started screaming at me “fu*k you bit*h!” and continued being belligerent. The suspect was detained and placed in handcuffs which were check for fit and double locked. I then attempted to remove the rope from the suspect’s ankles but the knots were not coming loose.
The suspect was on his knees facing a the deck railing but was still moving around. I pulled out my pocket knife to cut the rope free and placed my left side against the suspect’s back to try to steady him and my hands so that I did not cut him while trying to remove the rope from his legs. The suspect began yelling at me that I was using excessive force and crushing him against the railing.
After the rope was removed from the suspect’s legs I helped him stand up. I asked the suspect his name and he refused to identify himself. I asked the suspect his name again and he stated “I ain’t telling you sh*t.” At that time, the suspect was placed under arrest for public drunkenness, disorderly conduct, and obstruction of law enforcement.
While escorting the suspect to my patrol vehicle, the suspect kept trying to pull away from me and as we descended the stairs from the back porch, the suspect stumbled down the stairs and I attempted to keep him from falling but lost my grip on his arm and he fell down 2-3 stairs. The suspect began yelling and accusing me of throwing him down the stairs and tried to pull away again as I helped him stand up and knocked my body camera off to the ground.
There were about 3-4 more stairs to descend before reaching the ground and as I attempted to walk the suspect down those stairs he stumbled again but I was able maintain a hold on his arm. The suspect again accused me of throwing him down the stairs and then Sgt Camp assisted me and escorting the suspect to my patrol vehicle. The suspect was placed in the rear of my patrol vehicle which had been searched for contraband prior and nothing was found.
The witness stated that he heard arguing from his residence and walked to the incident location. The witness stated that he heard 20-30 gunshots which sounded like they came from a rifle, however there was no evidence of any gunshots found at the scene. The witness stated that he saw a subject being thrown off of the back deck. The witness also stated that he was able to see the fight happening on the back deck from the front of the residence.
The suspect was transported to the Walker County Jail without incident. The suspect was turned over to detention personnel.
While at the jail, I could see that the suspect had some red marks on his back and his right elbow was bleeding slightly. I asked the suspect if he needed any medical attention and he stated that he did not.
