Officer’s Narrative:

[NARRATIVE #1 on June 07, 2025]
On 06/07/25 Officer Campbell arrived at [300 BLOCK] East Church Street in reference to shots fired. Upon arrival Officer Campbell observed a grey Kia Soul parked in the middle of the road way tag number [REDACTED]. Officer Campbell observed the vehicle to be unoccupied, also to have one bullet hole to the drivers door and several to the passengers side of the vehicle. Officer Campbell observed blood on the inside of the vehicle and a small blood trail leading from the right side of the vehicle to the grass. Officers secured the area around the vehicle with crime scene tape. Officers were then advised that the shooting had taken place in front of apartment [REDACTED].
Officer Campbell and Officer Brinson made contact with [WITNESS #1]. [WITNESS #1] stated she had driven the victim to the hospital. Officers observed blood in the back seat of her vehicle. [WITNESS #1] stated she had picked the victim up close by to where his vehicle had been parked in the roadway.
Officer Campbell, Officer Johnson, and Officer Brinson then attempted to make contact with the residents of [REDACTED]. Officers made contact with [WITNESS #2] and [WITNESS #3]. [WITNESS #3] stated she had been in her room when she heard two gun shots outside. [WITNESS #2] stated she had been asleep during the incident. [WITNESS #2] and [WITNESS #3] stated they were the only two inside of the residence. [WITNESS #2] allowed Officers to check the residence. Officers then made entry and found no other individual to be inside. [WITNESS #2] stated her son also lived in the residence but that he was out of town and had left early Friday morning. While gathering information from [WITNESS #2] and [WITNESS #3] Officers were advised the individual of [REDACTED] had called 911 multiple times stating he had information in reference to the shooting.
Officer Campbell and Officer Brinson then made contact with [WITNESS #4] at [REDACTED]. [WITNESS #4] stated he had been inside his residence when he heard multiple gun shots. [WITNESS #4] stated he believed the shooter to be [REDACTED]. [WITNESS #4] stated [REDACTED] had made threats to shoot up his residence and then he heard gun shots outside so it had to be him. [WITNESS #4] stated he did not see the incident occur only heard the shots. Officers then returned to [REDACTED] to gather potential evidence. Officer Jonson recovered five shell casings from the parking lot area in front of [REDACTED].
Callaway towing then arrived on scene. Officer Campbell stood by while the vehicle was being loaded onto the tow truck. The vehicle was taken to the Washington County Sheriff’s office impound lot.

[NARRATIVE #2 on June 07, 2025]
On June 7, 2025, I, Officer Brinson, responded to [300 BLOCK] East Church Street in reference to a report of shots fired. Upon arrival, Officer Campbell observed a grey Kia Soul parked in the middle of the roadway. Officers secured the immediate area surrounding the vehicle with crime scene tape.
Officers were informed that the shooting occurred in front of Apartment [REDACTED]. Officer Campbell and I made contact with [WITNESS #1], who stated she had transported the victim to the hospital. Officers observed what appeared to be blood in the back seat of [WITNESS #1]’s vehicle. [WITNESS #1] reported that she picked up the victim from the roadway on East Church Street.
We then made contact with [WITNESS #3] and [WITNESS #2], residents of Apartment [REDACTED]. [WITNESS #2] advised that she was asleep at the time of the incident. [WITNESS #3] stated that she observed a green vehicle, followed closely by a black vehicle, speeding away from the area in front of the apartment.
We then made contact with [WITNESS #4] at apartment [REDACTED]. [WITNESS #4] reported that he was inside his residence when he heard multiple gunshots outside. He stated that he believed the shooter to be [REDACTED], citing previous threats [REDACTED] had made to “shoot up” his residence. Based on those threats and the timing of the gunfire, [WITNESS #4] believed [REDACTED] was responsible. However, [WITNESS #4] confirmed that he did not witness the shooting and only heard the gunshots.
CID (Criminal Investigations Division) arrived on scene and took over the investigation.

[NARRATIVE #3 on June 07, 2025]
On 06/07/2025, Sandersville Police Department received multiple 911 calls in reference to shots fired. I Officer Johnson responded to [500 BLOCK] Riddleville Rd and make contact with [WITNESS #5] while Officer Campbell responded to Sunrise apartment. While out at [500 BLOCK] Riddleville Rd Ms. [WITNESS #5] advised she heard 7-gun shots coming from nearby her residence while she was outside smoking but couldn’t tell where they were coming from for sure. While getting ready to leave from Ms. [WITNESS #5] residence Officer Campbell advised that it was a 2016 Brown Kia Soul sitting in the middle of the road unoccupied with bullets holes on the driver and passenger side of the vehicle. Officer Campbell also stated that it was blood all in the driver side of the vehicle from the steering wheel and driver seat. I then responded to the area and assisted Officer Campbell with securing and investigating the scene.
Once out at Sunrise apartment I made contact with the vehicle and collected photos of the incident. While taking photos of the incident Lt. Riner advised PD unit that the shooting took place near apartment [REDACTED]. Myself, Officer Campbell, and Officer Brinson responded to the residence to make contact with the homeowner to investigate the incident further. While at the residence Officer Campbell was able to make contact with Ms. [WITNESS #2] and she gave us permission to search the residence. While inside the residence I asked Ms. [WITNESS #2] who all stayed at the residence and she first stated it was just her and Ms. [WITNESS #3]. Once Officers started searching the residence I noticed an extra room inside the residence and a 30 Rounds extend mag sitting on the dresser in the bedroom. I then took a picture and collected the Mag. Once I collected the mag, I asked MS. [WITNESS #2] who room it was and that’s when she stated that it was her son [REDACTED] and he has gone from the residence since that morning.
After searching the residence, I then made contact with Ms. [WITNESS #3] and asked her did she see what happen and she stated that she was in her room playing on the phone. While playing on her phone she heard the gun shots and when she looked out the window, she seen Mr. [VICTIM #1] car taking off from the scene and a dark looking car taking off behind it towards the right side of the apartment complex. I then went outside and started searching the area for shell casing. While outside of the residence I was able to locate 5 shell casing sitting in the roadway, and 1 shell casing sitting in the grass between Apt [REDACTED] and [REDACTED]. Photos were taken of the bullets location and everything was recorded. Evidence was then turned over to CID.

[NARRATIVE #4 on June 07, 2025]
I, Lt. Riner responded to WCRMC ED in reference to a male subject who walked in with gun shot wounds. Upon arrival I entered through the main entrance of the ED and noticed a large blood trail leading to victim’s assigned bed. As I entered Bed 1 where the victim was located I noticed he was in pain and had obvious injuries. I met with lead nurse, [REDACTED], who showed the me the wounds on the victim. Each arm had a gunshot wound located on the forearms and the third wound was found posterior, mid to lower back near the spine. The victim, identified as [VICTIM #1], stated he did not know the guy who shot him but he heard several shots.
After the nursing staff finished their assessments and most of the treatment on Mr. [VICTIM #1] I began to interview him more about the incident. He stated he went to Sunrise Apts. [REDACTED] after leaving his mother’s apartment at [REDACTED]. He usually sleeps at [REDACTED] who is rented to [WITNESS #2] and her two children. When he arrived there he noticed a black male on the porch of the apartment. Mr. [VICTIM #1] stayed inside his vehicle and had some words with the suspect. Basically, the suspect wanted to know why he was there and [VICTIM #1] told him he sleeps there and more words were passed and when the suspect told him something bad could happen that’s when the shots began. People in the neighborhood as far as Riddleville Road called 911 to report the shots. They heard approximately 7 rounds being fired at once.
Ofc. Campbell who was at the crime scene stated there was an abandoned vehicle parked in the middle of East Church Street at Sunrise Apartments with bullet holes on the passenger side and blood inside the car. He secured the vehicle as evidence. Mr. [VICTIM #1] told me during our interview that he attempted to drive himself to hospital but realized he would not be able to so he stopped and got out of the car and found the first car that pulled up to give him a ride to the hospital. That car was occupied by [WITNESS #1] and another female who advised me they saw [VICTIM #1] running near his vehicle and asked them to take him to the hospital, which they did. I notified Detective Dudley and he and Detective Ball both responded to Sunrise Apts. Crime scene tape and photos were taken and posted to the incident report. [VICTIM #1] continued to tell me that he did not know why the guy started shooting because he always goes to [REDACTED] with no problems.
After asking several times the suspect’s name he told me that he was brother to [REDACTED] who works at Enmark. [REDACTED] was working at Enmark on this evening and [VICTIM #1] stated he saw her brother at Enmark while he was there but cannot remember his name. He knows for a fact that was him at [REDACTED] and that he was the suspect. After some digging and investigating we found that her brother is Jabren Duggan who has a history of aggravated assault charges. According to county units Mr. Duggan was released from the county jail a few days before this incident. I was able to locate a picture of Mr. Duggan and showed it to Mr. [VICTIM #1] and without any hesitation he positively identified him as the shooter. I passed everything along to Detective Dudley and he continues to investigate the incident. I stood by at the landing zone to assist with the helicopter landing and taking off. We continued to assist the detectives with the investigation.
